Gst Council to discuss Gom’s report on online gambling, racetracks and casinos: sources

The GST council will discuss the report of the Group of Ministers (GoM) on online gambling, casinos and racetracks and will also discuss legislative changes to facilitate the establishment of the GST tribunals, people told the current of the case. CNBCTV18.
What are the recommendations?
-The imposition of the GST on casinos, racetracks, online games and lotteries should be uniform both in terms of rates and standards of assessment
– For the purpose of collecting GST, no distinction should be made on the basis of the game of skill or game of chance
-The GST rate must be increased from 18% to 28% on all activities.
What is Valuation?
In the case of online games, the full value of the consideration, including the contest entry fee, must be paid by the player for his participation. Whereas in the case of racetracks, the total value of the bets must be aggregated in the totaliser and placed with the bookmakers.
For casinos, players must purchase the full face value of casino chips/coins and once GST is levied on the same, no further GST to be applied to the value of bets placed in each round of betting, including those played with winnings from previous rounds.
Entrance fee to casinos including the price of one or more other supplies such as food, drinks, etc., assessed at 28%. Any other additional services/optional supplies performed independently of the admission ticket will be taxed at the rates applicable to such supplies.
